Ministry of Science, Industry and Technology’s Communiqué Amending Domestic Goods Communiqué

Arrangements made on the procedures of defining and certifying the good to be domestic good proposed by bidders in procurement tenders to be subject to price advantage

Communiqué Amending Domestic Goods Communiqué (SGM 2014/35) prepared by the Ministry of Science, Industry and Technology, has been published in the Official Gazette dated June 10, 2017 and took effect. Arrangements made on the procedures of defining and certifying the good to be domestic good proposed by bidders in procurement tenders to be subject to price advantage.

According to subject arrangement, origin control will be made on the goods obtained domestically for establishing the percentage of domestic contribution, if the entry is imported, will be subject to import entry calculation. If the entry is produced by a manufacturer having industrial registration certificate and included into the production section of industrial registration certificate, it will be considered domestic entry and calculations will be done accordingly.

Domestic good certificate will be prepared by Chamber/Stock Exchange attached to Turkey Union of Chambers and Stock Exchanges (TOBB) or Turkey Tradesman and Artisans Confederation (TESK) and will be controlled by TOBB or TESK on electronical environment. Domestic good certificate, which is deemed appropriate, will be approved by related chamber/stock exchange.

Information related to domestic good certificate will be stored on a data base prepared by TOBB and TESK and to be accessible by web.the data base will be available by TOBB and TESK for Access of the Ministry.
