SOCAR’s Star Refinery Project (II)

STAR Refinery Director General İlter, "We plan to deliver first product with to tankers in the last week of September. First crude oil ship will arrive at STAR Refinery in June for realizing this goal."

STAR Refinery Director General Mahmut İlter has made an announcement on Star Refinery, installed by Azeri state oil company SOCAR in Petkim purchased in 2008 by privatization, of which 98.7% completed and planned to be commissioned in the third quarter of year. 

İlter has noted that 97.9% progress attained in construction Works of STAR Refinery, 98.7% in project generally. Communicating total 100 million hours spent in the construction Works of the facility in İzmir, Aliağa where about 16 thousand people employed, İlter said, "We plan to deliver the first product to tanker in the last week of September. For realizing this, in June, first crude oil  ship will arrive STAR Refinery". 

İlter has reminded that foundation of the facility was laid in 2011 by President Recep Tayyip Erdoğan and Azerbaijan President İlham Aliyev and went on to say, "As from July, we will start tests by commissioning units successively. We have about 15 million working hours ahead for realizing these targets. Our objective is to complete STAR Refinery on time and safely to contribute to Turkey economy."

In the forthcoming weeks, entire boilers will be put into service

Communicating commissioning process started at STAR Refinery and first energizing was made in August  2017, İlter has noted that now all systems in the field were given energy and cleaning of steam pipes also started. İlter said, "In the forthcoming weeks, we will start commissioning of boilers with the first fuel gas. STAR Refinery will be one of the key Dynamics of the economy. We will contribute USD 1.5 billion to covering the current deficit when Refinery fully commissioned.”

In the refinery, having the first Strategic Investment Incentive Certificate of Turkey, 1.6 million ton naphta, 1.6 million ton jet fuel, 4.8 million ton ultra low sulphure diesel, 700 thousand ton petrocoke, 420 thousand ton mixed xsylene, 480 thousand ton reformate and 160 thousand ton sulphure will be produced with annual 10 million ton crude oil processing capacity.
