Government of Uzbekistan Republic has announced tender for "Tashkent-Andican" Motorway 171 km 1. Stage on Public Private Sector Partnership (PPP) Model as two stage with the mediation of Economy and Finance Ministry, Transportation Ministry and Highways Committee. First stage of Project is total 171 km long, covers designing, construction, financing, management and maintenance of motorway extending from Tashkent to Angren and Kamçik Crossing. Project was ratified on 21 January 2025 by Uzbekistan Ministerial Council. Arup and Partner's (United Kingdom), PWC and CMS Cameron's (United Kingdom) consulting consortium with the support of World Bank, has been assigned as consultant by Government for assisting the selection of a private partner. Government has planned to sign a long term PPP agreement by choosing the winner of tender. Tender would be carried out in two stages in line with, Public Private Partnership law. In the first stage, private companies will submit pre-qualification certificates, in the second stage, winning companies of pre-qualification will submit technical and financial bids for project. Uzbekistan Highways Committee has invited all bidders having PPP project experienced on road construction, to submit pre-qualification stage certificates on 18.00 hours (Tashkent hour), 21 April 2025. Project’s cost on the basis of 2023 nominal prices was USD 4,28 billion. Uzbekistan Vice Minister of Transportation Cesur Çoriyev had conveyed Motorway construction works expected to last six years three months, Project was developed in cooperation with World Bank. Project’s technical characteristics were elaborated as: "Road will be of 314 km. long with six lanes, classified as I-a category motorway. Of the road, about 64% will be constructed anew, remaining 36% will be reconstructed. Project will be realized in three stages: first stage will extend from Tashkent to Angren (78 km), second stage from Angren to Pop (93 km) and final stage from Pop to Andican (143 km). Motorway will be of cement-concrete surface. In the toll road, there will be 102 artificial structure so as to include total 1.122 m. overcrossing. In the Project, there will be 10 tunnels of total 33 km. long. Longest tunnel will be of 6.787 m. When completed, new toll road expected to reduce travel time between Tashkent and Andican to 2 hours 14 minutes. " Besides, World Bank Executive Board has confirmed in the days past a financing package of USD 800 million as to be privilege credit for supporting reform program in Uzbekistan. World Bank’s financing package will be used in following fields; investment of climate sustainability, Railway Sector, Energy Sector, Social protection system, struggling against societal gender violence, farms agriculture land ownership, utilization right of this to be taken under guarantee, improvement of business environment, public finance management, water sources management, environmental and climate impact assessment.
