World Bank, Turkey Regional Investment Climate Assessment (RICA) Project

Output of the Project conducted by World Bank and Ministry of Development have been dwelt upon

Ministry of Development Regional Development and Structural Adaptation Director General Ömer Bilen, "Within the context of Project, 26 Level 2 Region report has been prepared and questionarie data and National Investment Environment Assessment Report have been released."

Closing meeting of Regional Investment Climate Assessment (RICA) Project financed by Republic of Turkey and European Union (EU), held by World Bank and Ministry of Development, has been held on June 14, 2017 in Ankara. At the meeting, representatives of Ministry of Development, Central Financing and Procurement Unit, European Union Turkey Delegation and World Bank came together and exchanged the data related to Project with the participants.

Johannes Zutt, World Bank Country Director for Turkey, has underlined that it was of utmost importance to improve investment environment for growth of Turkey and they intended to collect required data and analysis required for developing efficient policies for improving investment environment within the coverage of RICA Project.  "Improving the investment climate and encouraging growth in all regions is one of the most important goals of Turkey’s 10th National Development Plan. This project has helped provide the data and analysis required to develop effective policies to achieve this goal" said Johannes Zutt, World Bank Country Director for Turkey.  

EU Turkey Delegation Undersecretary François Begeot

EU Turkey Delegation Undersecretary François Begeot has noted that significant projects had been developed with State Planning Organization (SPO) (Ministry of Development now)as an efficient and respectable organization organizing regional development inTurkey and setting the investment priorities, and underlined that works have to continue together from now on as well for raising the competability of Turkey. Begeot said, "We need to continue our action to improve competiteveness". He also underlined that RICA Project has helped the Ministry in investment environment improving and strategic policies preparation processes. 

Ministry of Development Regional Development and Structural Adaptation Director General Ömer Bilen

Ministry of Development Regional Development and Structural Adaptation Director General (Ac.) Ömer Bilen has noted that regional investment environment comparisons have been researched fort he first time, RICA was a work being conducted since 2014. In the beginning, an operational questionaire was prepared on the basis of opinions of Ministry of Economy, TOBB, 26 Regional Development Agency and many other institutions, in selection of establishments, TÜİK’s support was sought and operational questionaires prepared in 2008-2013 period. On the basis of questionaire data, National Investment Environment Assessment report was prepared. Operational questionaire process was planned to be carried out by the Ministry in future and training was given by World Bank specialist. He also said that RICA Project outputs planned to contribute to policy developing processes.
