7th Turkey-Japan International Construction Cooperation Conference

The 7th Turkey-Japan International Construction Cooperation Conference was held in Istanbul on October 1, 2024, under the coordination of the Ministry of Trade and organized by the Turkish Contractors Association (TMB). The conference, which was held in two different sessions where the reconstruction of Ukraine and cooperation opportunities in African countries were discussed, was attended by 22 Turkish and 29 Japanese companies, and bilateral meetings were held. At the conference, a memorandum of understanding was signed between Deputy Minister of Trade Mustafa Tuzcu and Japanese Deputy Minister of Land, Infrastructure and Tourism Amakawa Hirofumi to strengthen cooperation in the field of construction in third countries. Deputy Minister of Trade Mustafa Tuzcu: “We aim to develop all three countries with cooperation in Ukraine” At the opening, Deputy Minister of Trade Mustafa Tuzcu said, “Turkey has a historical success with Japan in the contracting field. We have carried out successful joint projects with Japanese companies in places such as Dubai, Qatar, Iraq, Basra, and Turkmenistan. Turkey and Japan are willing and compatible to work together. We have big goals for the 100th anniversary of our diplomatic relations. We are currently negotiating the Economic Partnership Agreement. Japan has approximately 4 billion dollars of investment in our country and we are trying to add an investment section to the agreement to increase this amount. Turkey has shown the world its competence in Africa and its ability to do business in risky geographies. Today, it has proven this once again by carrying out projects in Ukraine during the war. Japan's technological advantage, financial power and quality and Turkey's experience should be combined in these geographies. We aim to rebuild Ukraine together and develop all three countries economically,” he said. Japanese Deputy Minister of Land, Infrastructure and Tourism Amakawa Hirofumi: "We want to do joint work by combining our strengths" Japanese Deputy Minister of Land, Infrastructure and Tourism Amakawa Hirofumi said in his speech, “This year, we are celebrating the 100th anniversary of diplomatic relations between Turkey and Japan. In recent years, the ties between the two countries have been strengthened with beautiful construction projects. The purpose of the Japan-Turkey Construction Industry Conference is for Japanese and Turkish companies to collaborate and benefit from each other’s strengths and undertake more projects in third countries. We signed a memorandum of understanding in 2015. Today, we are signing a new memorandum of understanding. We want to increase cooperation between Japan and Turkey. Companies in Japan are experienced in natural disasters, construction and quality control. Turkish companies are experienced in Central Asia and Africa and strong in human resources. We want to combine these strengths and do joint work. Today, meetings will be held on joint projects to be carried out in Ukraine and Africa. These works will provide economic development for both countries,” he said. TMB Deputy Chairman Başar Arıoğlu: "Indonesia, Mongolia, Vietnam should be targeted" TMB Deputy Chairman Başar Arıoğlu stated that Turkish and Japanese companies know each other well and have experience in doing joint work, and said, “To date, many large-scale infrastructure projects have been successfully implemented in both Turkey and third countries in cooperation between companies from both countries. Considering the entrepreneurial talent and local market knowledge of Turkish contracting companies and Japan's financing opportunities and technology, it is inevitable that the companies of the two countries will create a synergy and undertake important projects almost everywhere in the world. In this context, our Conference today, which aims to develop the existing cooperation between Turkey and Japan in third countries, the reconstruction process of Ukraine, which offers important cooperation opportunities to Turkish and Japanese companies, and African countries where various infrastructure projects are planned to be implemented within the scope of development plans are discussed. In line with our common goal of joining forces in a wider geography, I would like to share my opinion that it will be beneficial to evaluate the potential in Asian and Far Eastern countries such as Indonesia, Mongolia and Vietnam in our Conference to be held next year.” Overseas Construction Association of Japan (OCAJI) Chief Executive Officer Kawata Hiroki: ‘We have achieved great success with Turkish contractors’ Overseas Construction Association of Japan (OCAJI) Chief Executive Officer Kawata Hiroki said, “As OCAJI, we represent Japan abroad and have a large community with both our contractors and external members. We aim to strengthen our cooperation with Turkish contractors every passing day. Our partnership has achieved great success and reached high turnover figures in the past years. These successes provide us with great advantages in our international cooperation. We have significant potential, especially in terms of re-developing Ukraine and our cooperation in Africa.”
